Agency identifies procurement objective
Decision is made by Contracting Officer (KO) to sole source to JLVIT
KO issues an Intent to Award letter with project description to JLVIT’s SBA Representative (Michael Youth@sba.com)
SBA reviews the project and determines that JLVIT is capable of performing the work
KO and JLVIT start formal negotiations and development of project plan
Contract awarded upon completion of negotiations
JOINT VENTURES IN WHICH JLVIT HAS A QUALIFYING INTEREST
The foregoing advantages equally apply to any SBA approved Joint Venture which may include an entity that is not a small business
